It means a severe storm could happen, but it’s not certain.

A severe weather Warning, like a Tornado Warning, on the other hand, is like realizing your cupcakes are already in the oven—something's actively happening. Think about our Tornado Warning example. This means a tornado has been spotted or detected on radar, so it's time to take action, like getting to a safe place, because it’s already a serious threat.
